**NEW** If a bid is put out before August 28th but the contract is not completed until after the effective date of the new law, does such a project fall under the previous prevailing wage law or the new one?

In general, if a contract is entered into on or after August 28, 2018, it would need to comply with any applicable provisions of the new law.  If a contract is entered into before August 28, 2018, it is likely that the terms of the contract would control.  Current regulations require that wage rates attached to an initial bid remain in effect for the duration of the contract.  See 8 CSR 30-3.010(4).  However, DOLIR is not able to provide legal guidance on individual contracts and how they might interact with Missouri law.
